Welcome To TAARC
Who We Are
In 2016 five likeminded individuals came together to create a charity to showcase African and Caribbean cultures here in Telford & Wrekin. We seek to create safe spaces within the community in order to support disadvantaged children and young people, and vulnerable adults. This aim includes creating a place for social, educational and community activities; plus building and strengthening community cohesion.
We obtained charity status February 2017 - England and Wales Charity No:1171645.

Born in Jamaica, Natalie is a proud mother of two and grandmother of two. Her passion for community service, equality, and empowering others has been the driving force behind TAARC’s growth into a respected organisation delivering cultural events, educational programmes, health and wellbeing initiatives, youth engagement projects, advocacy, and community support.
Alongside her role at TAARC, Natalie serves as Senior Parish Administrator at All Saints Parish Church, Wellington, and is actively involved in a range of community, faith, and civic initiatives. She is a Deacon at Telford Elim Community Church, a Governor at Telford College, a member of the Telford & Wrekin Interfaith Council, and works collaboratively with local authorities, schools, health partners, police, and voluntary organisations to improve outcomes for communities.
Natalie has extensive experience in leadership, governance, project management, community engagement, equality, diversity and inclusion, volunteer management, and successful grant fundraising. Under her leadership, TAARC has secured significant funding and developed strong partnerships that have enabled the charity to deliver impactful programmes and events, including Windrush Day celebrations, Black History Month activities, Family FunFest, educational workshops, mentoring programmes, and community wellbeing initiatives.
Committed to lifelong learning, Natalie has completed qualifications in Digital Operations and Efficiency and is currently undertaking an Executive MBA, further strengthening her expertise in strategic leadership, organisational development, and sustainable growth.
Natalie’s vision for TAARC remains rooted in its guiding principle:

Originally from Ghana and now living in Telford with his wife and two children, Elorm brings a wealth of experience in event coordination, partnership building, community engagement, and project leadership. Throughout his career and voluntary work, he has consistently been driven by a desire to bring people together, celebrate culture, and create inclusive spaces where individuals and communities can flourish.
From an early age, Elorm demonstrated a passion for cultural programming and community events. While studying at university, he organised free open-air arts events that provided opportunities for emerging musicians, poets, and performers to showcase their talents. He later volunteered with the renowned Chale Wote Street Arts Festival in Accra, one of West Africa’s most celebrated cultural festivals, supporting artists, performers, and community engagement activities.
Elorm believes that culture, creativity, and community engagement have the power to break down barriers, strengthen relationships, and build a sense of belonging. His experience spans community events, stakeholder engagement, partnership development, project coordination, and leadership, all underpinned by a commitment to inclusion and accessibility.
As TAARC’s Trustee – Events & Community Engagement, Elorm provides strategic oversight of the charity’s flagship events, including Windrush Day, CaribFest Family Fun Day, and Black History Month celebrations. He supports the development of strong event planning processes, community participation, and meaningful partnerships that help ensure TAARC’s activities continue to make a positive impact across Telford and Wrekin.
Elorm is passionate about helping communities move from ideas to action, ensuring that everyone has the opportunity to contribute, participate, and feel represented.

Keshnee Barclay

Having begun her finance career in 2003, Keshnee has developed extensive expertise in financial management, budgeting, forecasting, management accounts, financial analysis, and performance monitoring. She is AAT qualified and is currently working towards her ACCA qualification, demonstrating her ongoing commitment to professional development and excellence.
Keshnee is particularly skilled at helping people understand financial information and using financial data to support informed decision-making. Her strengths include financial planning, budget management, reporting, performance analysis, and improving financial processes and systems.
As TAARC’s Trustee – Finance (Advisory Lead), Keshnee provides strategic financial guidance and best-practice advice, helping the charity strengthen its financial governance, sustainability, and long-term growth. Her knowledge and insight support TAARC’s commitment to transparency, accountability, and delivering lasting impact within the community.

Born in Jamaica and now living in Telford, Heather is a devoted wife and mother of four. She is passionate about empowering people of all ages to discover their potential, build confidence, and embrace lifelong learning. Her commitment to education, personal development, and community engagement is at the heart of everything she does.
Within TAARC, Heather leads the development of educational programmes, workshops, mentoring opportunities, and training initiatives. She is particularly passionate about supporting young people, developing future leaders, and creating opportunities for individuals to grow in confidence, knowledge, and skills. She also supports the development of TAARC’s NextGen programme, helping to nurture the next generation of community leaders and public speakers.
Alongside her work with TAARC, Heather is an accomplished artist and co-founder of WelliArt, a community arts initiative established to promote creativity, wellbeing, confidence, and community connection through the arts. Together with her co-founder, she has helped create opportunities for local artists and community members to engage with art in an accessible and inclusive way. WelliArt was founded on the belief that creativity has the power to inspire, heal, and bring people together. (The Local Art Scene)
Heather believes that education, creativity, and mentorship are powerful tools for positive change. Through her work with TAARC, she is committed to helping individuals recognise their strengths, find their voice, and reach their full potential.

Alex Richardson

Working within the health and social care sector, Alex is committed to supporting people to achieve their full potential and improve their wellbeing. He is currently undertaking further professional development through NHS training programmes and is studying towards a Level 3 qualification in Health and Social Care. His commitment to helping others is further demonstrated through completing ASIST (Applied Suicide Intervention Skills Training), equipping him with valuable skills to support individuals experiencing emotional distress and mental health challenges.
Alex leads TAARC’s Football in the Community programme, using sport as a tool to promote inclusion, confidence, teamwork, positive mental health, and community cohesion. He believes that football has the power to bring people together, build resilience, and create positive pathways for individuals from all backgrounds.
Alongside his work in sport, Alex supports TAARC’s digital communications, helping to showcase the charity’s activities, celebrate community achievements, and promote engagement across its various programmes and events.
Alex’s dedication to serving others has been recognised through a Recognition Award from the Mayor of Telford & Wrekin for his contribution to the community, as well as a Kindness Award for the positive impact he has made in the lives of others.
His commitment to TAARC’s mission extends beyond volunteering. Alex has undertaken a charity skydive to help raise funds and awareness for community programmes and regularly supports events, fundraising activities, and outreach initiatives throughout the year.
Known for his positive outlook and encouragement of others, Alex often shares his personal motto, #LETSGOTEAM💪🏿, reflecting his belief that no challenge is too great when people work together, support one another, and never give up.
As one of TAARC’s emerging community leaders, Alex is committed to inspiring others to get involved, give back, and play an active role in building stronger, healthier, and more connected communities for future generations.
Shannon Ward

Governance & Volunteer Coordinator Lead
Within TAARC, Shannon is responsible for supporting governance administration through minute-taking at Trustee and Leadership Team meetings, maintaining records and actions, and helping coordinate volunteers for TAARC’s flagship events, including Windrush Day, Black History Month celebrations, and Family FunFest. Her role supports effective communication, organisation, and collaboration across the charity’s various strands and programmes.
Alongside her work with TAARC, Shannon is an accomplished artist based in Telford. She graduated from the University of Wolverhampton in 2024 with a First-Class BA (Hons) in Fine Art. Her work explores themes of Black representation, identity, heritage, and belonging through large-scale oil portrait paintings. Through her art, Shannon seeks to create meaningful conversations that encourage audiences to engage with and reflect upon the Black experience from a Black perspective.
Shannon’s artistic talent has received significant recognition. She was awarded the prestigious Freelands Painting Prize in 2024, with her work Black Beauty selected for exhibition at the Freelands Foundation in London. Since graduating, she has continued to build her professional artistic practice through exhibitions, portrait commissions, workshops, and collaborative community arts projects.
One of her most notable commissions was the creation of a special portrait celebrating the 100th anniversary of James Baldwin, sponsored by Penguin Classics and unveiled during the “One Reason Alone” event in Wellington. Her work has also been exhibited across the West Midlands, helping to amplify diverse voices and stories through visual art.
Beyond her professional and creative work, Shannon is an active member of her church community. She serves on the prayer ministry team and previously volunteered as a youth leader for three years. Her Christian faith continues to inspire her approach to service, leadership, creativity, and community building.
As one of TAARC’s emerging community leaders, Shannon is passionate about creating opportunities for people to connect, contribute, and thrive. She believes that creativity, volunteering, and strong governance all play a vital role in building resilient, inclusive, and empowered communities.
